简介：

北町署新任精英署长到任这天，署员们都为了准备欢迎会而情绪高涨。同时，一辆公交车被一名男子劫持，不过，远山金志郎（玉木宏）事前从男子的所有物中察觉到了此事，于是说服嫌疑犯，将公交车开到北署町，漂亮地解决了案件。他正是北町署的新署长。
　　金志郎一点也不像个有编制的警察，勤恳苦干才当上警察的南洋三（高岛政宏）、新人相川实里（泷本美织）、副署长半田顺二（柳泽慎吾）都对他的行为感到困惑。因为过去的案件而对有编制的警察带有叛逆心的南就不喜欢金志郎。
　　当时，南正在追查连续抢劫杀人的通缉犯谷口。谷口带着1亿日元现金逃走了。突然来到刑事课的金志郎认为，应该调查举报数最多的随意乱涂乱画。他举了国外的例子来说明规范了乱涂乱画，能维护治安，并且说凭他警察的直觉，觉得乱涂乱画和通缉犯有关联。然而南却反驳他，让他不要插嘴现场的事。
